Until about a week or so ago, I was able to simply use just the Siri Remote to turn on my system, and to turn it off, using the small power button in the top RHS corner—and of course to navigate around Apple TV. I have a Samsung TV. All CEC settings are still set as suggested above, on both Apple TV and Samsung TV. I have charged the remote.
